it is stated in the submissions area that the queue could be reviewed really quickly or it could take up to two weeks. don't worry it'll be reviewed in time.

layouts don't automatically get approved. they go through a queue where moderators approve or reject them. there's a quideline where it outlines basic do's and don't's when submitting something. if a moderator considers the submitted layout to be of standards, it's accepted.
i dont really udnerstand what you mean by dark color and no celebs, that sounds like just atexture to me. if you want textures you could visit deviantart.com and search up textures. :)
